Depending on how you spend these points you will be able to move faster, gain strength, use more powerful weapons, implants, armor, and other useful items. Each time you level, you will gain 5 skill points that can be put into your character to increase your stats.
As I mentioned, the game has a fairly simple character advancement system where you can enhance skills as you advance in levels.
